Young men across Uganda did a collective gasp at the announcement. Ugandan girls who can prove their virginity will be awarded university scholarships. The unconventional approach is aimed to boosting morality and combating the spread of sexually transmitted diseases like HIV and AIDS. Only 8 to 15 girls from the Kayunga district attend university from a population of 300,000. So are they also going to pick up the tab of all the water wasted from men taking cold showers?
